Each applicant logs in with their own account. A draft is kept for 14 days: 7 to fill in particulars and upload documents, then 7 to review, declare and submit.
The real e-PR is entered with the applicant's own Singpass. This step stands in for it: the applicant logs in, the filler never does.
The applicant scans this with their app and approves.
